The U.S. Department of Education has not yet released the new guidance—which was our anticipated webinar topic for March. While waiting for this guidance and still engaging in consultation for the 2019-20 school year, join in on March 12 to take a tour of existing guidance: equitable services, each of the titles, transferablity, fiscal guidance, and the community eligibility program. Learn what parts of the NCLB guidance documents are still relevant and how they fit with the ESSA guidance previously released. This webinar will help you put all the pieces together as you embark on the consultation process for next year.

Over the past few months, the webinars presented by MDEC have focused on the consultation process. This webinar brings it all together by focusing on strategies and safeguards in the consultation process to ensure equitable participation for your students. During our time together, we’ll revisit all of the required consultation topics, talk about strategies for each of these topics to ensure that the consultation is a meaningful encounter that will benefit your students, and finally review the safeguards that are in the law to be sure you can achieve equitable services in all of the federal education programs benefiting private school students.

Webinar 3: The Consultation Process – Developing & Using a Needs Assessment Effectively

ESSA offers many possibilities for new and additional services. However, the ability to justify new and additional services hinges on the definition and demonstration of educational need. Since the foundation of all federal education program services is on the needs of the private school children being served, how educational need is defined is crucial to obtaining equitable services.

This webinar will focus on the various elements of defining educational need and strategies for discussing this in consultation to reflect the needs for services that will best benefit your students in each of the programs providing equitable participation.

Webinar 2: The Consultation Process – Getting a Handle of Funding

The consultation process is explained in two places in ESSA: for Title I specifically, and for all other programs providing equitable services in Title VII. One aspect of consultation that significantly impacts whether or not private school students are being offered equitable services is funding. This webinar will look at funding for Titles I, IIA, III, and IVA, and how the funding topics can be discussed during the consultation process. Tools will be offered to assist participants in obtaining accurate and useful funding information about available funds and how best to use those funds to serve eligible students. This information can assist private school leaders in meaningful participation in consultation with the public school district.

The consultation process is documented in both the Title I section of the Every Student Succeeds Act (ESSA) and the uniform provisions of Title VII, which apply to other programs in ESSA in which private school students participate. Exactly what does the law say about consultation? What does it mean to “reach agreement?” What topics should be discussed? This webinar on consultation will present an overview of the process for ESSA. Subsequent webinars will take a deeper dive into the process in the areas of funding, defining educational need, and strategies and safeguards to ensure equitable participation.
